FDRS, the parent firm of APEC, performs reserve studies as well as other civil engineering services. In the process of preparing reserve studies, it became apparent that there is a need to develop long term maintenance plans for their pavement assets. While the reserve study provides financial projections for the pavement component, the basis for that projection, as outlined in the CAI National Standards for reserve studies, is a "field observation" rather than a detailed investigation of the pavement condition based on a technical evaluation of the pavement structure by an engineer. Many communities chose to have separate pavement maintenance plans prepared by non-engineering firms that are "needs" based, lacking technical evaluations, and are not integrated with the reserve study to determine the impact on the communities financial ability to pay for the programmed maintenance. FDRS formed APEC to provide the technical evaluation and develop a maintenance plan that is integrated with the reserve study. This may mean that both the maintenance plan and the reserve funding may have to be modified but the result is a plan that works for the community.
William (Bill) A. Schlimgen - is a registered professional civil engineer (PE) in Arizona and Colorado, an accredited pavement manager (APM) by the International Pavement Management Academy and Reserve Specialist (RS). He has over 40 years of experience in civil engineering design and management and construction management. His technical experience includes: pavement evaluation and maintenance planning, reserve studies, grading and drainage, water and sewer systems, quality control and assurance, due diligence, site planning and entitlement. Has been an Arizona resident for more than 20 years.
Barbie Augsburger - Bill's daughter has over 20 years experience in sales, specifically the golf and resort industry. She worked for Nike golf apparel, Greg Norman apparel and Starwood Hotels and Resorts. She previously owned and operated a retail franchise and a RV Park in AZ. She has resided in AZ since 1992. Married with one son who attends ASU.
APEC is an Arizona Registered Professional Engineering firm. Only professional engineering firms have the legal authority under state statues to perform technical evaluations. APEC is subsidiary company of FDReserve Studies, LLC, (FDRS) also an Arizona Registered Professional Engineering firm that performs reserve studies for communities. Most pavement maintenance plans are “needs” based. The work programmed in the plan is based strictly on the need to perform specified work on a specific schedule. The work program often does not take into account the community’s financial ability to perform the work on the plan schedule. We, APEC and FDRS, have the technical ability, experience and tools to develop a pavement maintenance plan and a financial plan (reserve projections) that work together. That may mean that both the pavement maintenance plan and reserve projections will need to be modified to work within the community’s ability to pay but the result is a pavement maintenance plan and reserve projections that work together.
